The HSE propose changes in regulations to the removal of textured and decorative finishes (artex), providing owners of property to take a risk assessed approach, rather than to comply with current guidelines.
Whilst Artex is likely to fall outside of the scope of licencing, appropriate measures to prevent the spread of fibres will still need to be undertaken by trained and competent personnel. The services of analysts for a formal clearance of re-occupation may formally be relaxed, but accountability then lies with the owner or responsible person to ensure public safety. Decision makers should recognise that waste produced should still be disposed in accordance with hazardous waste regulations as current.
In considering the alternatives, Silverdell recommend adopting a prudent and safe approach, underpinned by detailed method statements, with evidence of staff competency, and full certification of all waste removed.
